Assam Cabinet Redefines Teacher Recruitment Criteria for Enhanced Education Quality
Elevating Teaching Standards: LP and UP Criteria Transform for Academic Excellence
Guwahati, Assam - 17 November, 2023: In a significant stride towards fostering excellence in elementary education, the Assam cabinet has decided to amend Rule 3 Schedule-I of the Assam Elementary Education (Provincialisation) Rules, 2023. These amendments are poised to elevate the quality of teaching at the elementary level in Provincialised and Government Schools, with a particular focus on LP (Lower Primary) and UP (Upper Primary) teacher appointments.

Enhancing Criteria for LP Teachers (Class I - V)

The amendments bring forth notable changes in the criteria for appointing LP Teachers. The revised rules stipulate that 5% of the percentage of marks secured in Higher/Senior Secondary or equivalent examinations will be considered. Additionally, 5% of the marks obtained in D.El.Ed or B.El.Ed examination or Diploma in Education (Special Education) will contribute to the evaluation process. A significant aspect is the requirement of 85% of the percentage of marks secured in ATET/CTET for LP Schools.

Moreover, candidates can earn 5 marks for possessing NCC Certificates, with distinctions for "C" and "B" Certificates. Further, participation or achievement in recognized sports or fine arts/cultural activities at the national level or beyond will also be recognized, contributing to the comprehensive evaluation process.

Criteria Refinement for UP Teachers (Class VI - VIII)

For UP Teachers, the amendments outline a refined set of criteria. Candidates will now be evaluated based on 5% of the marks secured in Higher/Senior Secondary or equivalent examinations. Graduates, especially those with a 'Major' in a specific subject, will have their Major subject marks considered in the assessment. Additionally, 5% of the marks obtained in D.El.Ed or B.Ed. examination or Diploma in Education (Special Education) or B. Ed. (Special Education) will be factored into the selection process.

80% of the marks secured in ATET/CTET for Upper Primary Schools is a crucial component of the revised criteria. Similar to LP Teachers, candidates for UP teaching positions can earn 5 marks for NCC Certificates and receive recognition for participation or achievements in sports or fine arts/cultural activities at the national level or beyond.

A Forward Step for Educational Excellence

These amendments, effective from November 16, 2023, underscore the Assam cabinet's commitment to elevating the standards of teaching in the state's elementary schools. By refining the criteria and incorporating diverse merit considerations, the government aims to ensure that teaching positions are filled by candidates with a well-rounded skill set, contributing to a more enriching learning experience for students.
